Addressing the Scarcity of Specialist Doctors, Ciputra University’s Faculty of Medicine Officially Opens Obstetrics and Gynecology and Surgery Programs

January 25, 2026

The Faculty of Medicine at Ciputra University (FK UC) Surabaya has officially expanded its reach into medical education. The campus has recently secured permits to open two specialist medical education programs (PPDS) simultaneously: Obstetrics and Gynecology (OBGYN) and Surgery.

This step was taken as a concrete response to the continued shortage of specialist doctors and their distribution in Indonesia, particularly in remote areas and Eastern Indonesia.

The Dean of the Faculty of Medicine at UC Surabaya, Prof. Dr Hendy Hendarto, emphasised that the opening of these two study programs serves the mission of equalising national health services. He highlighted the disparity in the ratio of specialist doctors, which remains a negative report card according to WHO health standards in the country.

”Specifically for Obstetrics and Gynaecology specialists, our focus is on strengthening services in Eastern Indonesia. The need there is very high, but the distribution is not yet even,” said Prof. Hendy in a written statement on Saturday (January 24, 2026).

In addition to opening classes, the Faculty of Medicine at UC Surabaya provides a full scholarship program for prospective specialist doctors from Eastern Indonesia. However, this scholarship has a special clause: graduates are required to return and serve in their home regions.

“We want our graduates to make an immediate impact. So, after graduation, they return to areas that lack medical personnel to serve,” he added.

Meanwhile, for the PPDS Surgery program, the Faculty of Medicine, University of Indonesia (UCF), focuses its curriculum on mastering future medical technology, namely minimally invasive surgery.

According to Prof. Hendy, mastering this technique is crucial for more effective healthcare services in the region, with significantly shorter patient recovery times.

“Surgical technology is advancing rapidly. Future doctors need more than just basic surgical skills; they must also be experts in minimally invasive techniques,” he emphasised.

To support this, Ciputra University is currently constructing a dedicated tower facility for the Faculty of Medicine, University of Indonesia (UCF). This building is projected to become a modern medical education centre capable of producing experts to support the Ministry of Health’s strategic target of meeting the specialist doctor ratio in Indonesia.
